Buy a straightener.
Get some hair protection spray or volumizing spray.
Dye your hair one solid color, preferrably black, white or super light blonde.
Straighten your hair every day.
To get it to spike in the back, try back-combing, or teasing.
Another method is to straighten the back straight up, and make it stick up by fliping your head upside down, and spraying it with hairspray.
Be sure it's as messy as possible in the front.

Don't do it if you don't think it sounds like you.
You may get labeled a poser.

Things you'll need:

[Prepare.] Separate the section of hair you want to dye. Make sure all remaining hair is securely pinned out of the way. If more than one section is being dyed, choose one section to dye at a time. Curly hair will need to be straightened to makes the dying process easier. You should also try to ensure that the section of hair you have chosen is of a consistent length, and that the section falls together.; sections that do not fall together will not give you the desired effect when dyed.
Separating your section.Prepare your stripes. Prepare pieces of scotch tape between 1 -3 inches long, depending on the thickness of your chosen strand, and wrap it around that section of hair. Putting conditioner on the taped parts will help stop it from being dyed, as well as allow for easier tape removal.
[All taped up!]Continue wrapping your hair with the tape, evenly spacing out the distance between each piece. Make sure the tape is tightly wrapped around your hair.
Prepare the dye. Read the directions of your hair dye carefully and prepare the mixture. Some dyes need to be applied to slightly wet hair while others can go on dry. Make sure to wear protective gloves, and an old t-shirt. Protect your hairline and ears with a layer of Vaseline, or you may end up with multicoloured skin.
The dye has been applied.Apply the dye. Apply hair dye onto the exposed sections of your hair using your fingers or a tinting brush, whilst pinching the tape below it with your other hand to make sure the dye does not seep beneath the tape. Continue applying dye to the exposed sections, making sure they are thoroughly saturated.
Wait for the dye to develop. Relax during the interval, and prepare your shampoo and hair styling utensils. Make sure to read dye instructions and leave dye in only for the recommended time period.
Rinse. Carefully rinse your hair with water, removing the tape as you go. Make sure to remove all the excess dye. Rinse well, shampoo and condition. Try to avoid getting dye residue on your face, as it may stain.
The finished result.Dry. Dry hair and enjoy your coon tail. Hair should be re-straightened and possibly treated with a glossing spray for super sleek results.
[For Black Hair]
Buy bleach powder, peroxide, masking tape and a tint brush.
Straighten your hair and tie back the hair you don't want to be affected.
Apply the masking tape to your hair covering the bits that you want to REMAIN black.
Follow the directions on the bleaching powder and mix it correctly. Then paint the stripes into your hair. It doesn't matter if you get bleach on the tape. Wrap the hair that has stripes in hair foil and leave it to develop, following the directions on the bleach for time.
Take off your clothing and take a shower. This way the masking tape should come right off and float away.
Shampoo and condition your hair once you've washed out all the remaining bleach. Dry your hair to see the result.
Since bleaching removes pigment from the hair, and presumably your hair is black, bleaching will require more than one application to get it the correct shade of blond you desire. If you want platinum blonde hair you can only do so by making your hair very brittle.
